China’s software projects are mainly from Japanese companies, which has a very high quality requirements for the product, also have a very strict requirements for the duration of the project. At present, there is a gap between project management level and management ability of domestic outsourcing enterprises and the requirements of the Japanese companies. It is necessary to improve the management level of the project management system by outsourcing project management system.This paper is based on the actual requirements of the software outsourcing project management of Suzhou Z company, by the management of software outsourcing projects in several important personnel, time, cost and quality link and join the software outsourcing project indispensable knowledge management, and then use the web development technology to build a applicable to Z enterprise internal software outsourcing project management system, including the role management, project management, process management, knowledge base management, log management, accused of management, statistical reports.
