Nowadays, as one of the important economic resources in our society, information resources should make their exploitations and utilizations obey the sustainable developing principle of our society, just like what the other economic resources do, such as material resources and energy resources. That is to say, the exploitations and utilizations of information resources have to be quite efficient, and also fair between generations. And information resources sharing would be an important way to realize the efficient exploitations and utilizations of information resources.The information resources sharing is not a new topic any more. There have been many researches about information resources sharing in and abroad, which even have made some exciting achievements. In practice, the developments of information technology, networks technology, and communication technology have been pushing forward the development of information resources sharing. At the same time, the principle of society sustainable developing has been impressing and influencing more and more people. As the important way to solve the problems of how to exploit and utilize information resources efficiently, information resources sharing is much more urgent now. The efficiency and sustainable development of information resources sharing activities have been paid close attention to.In our country, the information resources sharing modes now available have been formed under the influence of planned economy. Along with the developments of socialistic market economy, the come of knowledge economy, and the improvements in social standards of information resources utilizations and demands, the existing information resources sharing modes have been exposing more and more abuses. The benefits produced by the majority of information resources sharing systems in those modes, are out of proportion to the various resources that we have thrown into.
