With the development of the times, the university library should be with the times, to improve their quality of work and competitive. Factors affecting the development of university libraries are many, and the human is the most subjective dynamic factors,so human resource management can bring positive elements to the university library in accordance with the times. The research of university library human resource management in Hebei Province is divided into five chapters, starting from the introduction of human resources theory, describes the necessity and the importance to implement Human Resource Management in University Library. On the basis of theoretical research, the author extracted twenty-five Hebei University Library as the object of study, the status of human resource management of these university libraries conducted field research, careful analysis of the survey results, summarize and tentatively proposed the countermeasures of university library human resources management in Hebei province. Also proposed using the experience of foreign university library human resources management, strengthen the system construction, improve the management level. The author hope that through this study, to fully understand the role of human resource management plays in the university library in Hebei Province and problems, And improve human resource management in the University Library of the proposed strategy can provide reference for University Library management reform, to help university libraries in Hebei province established a scientific human resources management mechanism, fundamentally improve the whole management level and competitiveness of university library.
