Research On The Issues Of Archives Crisis Management

Archives is a storage area of human memory as well as the civilization, with the full responsibility of the maintenance of social memory. In recent years, Wenchuan earthquake, Yushu earthquake and other unexpected disasters seriously threat Archives security. A large number of archives were destroyed of the Archives in the disaster area.And the archival information is difficult to identify and recover. The crisis management theory is applied to the Archives operation, to control and manage the crisis that may be running at the moment or occur in the future,to minimize and reduce the losses of the archival information and archives staff suffered in the event of natural disasters, and to protect the security of archives and archival information. This paper mainly discusses the following four parts:Firstly, the article introduces the research background and significance of current research, the main content and research methods.Secondly, this article focuses on interpretation of the concept of crisis, crisis management, Archives crisis and Archives crisis management,and the theories related to the Archives crisis management,such as the life cycle of crisis theory, full management theory and the whole barrel theory.Thirdly, with the combination of our current Archives crisis management situation, this article points out the problems of the Archives crisis management,such as the problems in the basis of crisis management, crisis management systems, management activities, the support and analyzes their causes.Finally, this article proposes Archives crisis management solutions to the existing problems.From internal crisis management organizations, the emergency response in the Archives and outside the Archives, the emergency management plans to make the Archives crisis management top-level design. From the dynamic mechanism of crisis management, communication mechanism, funding growth mechanism, the insurance mechanism to strengthen the construction of the Archives crisis management mechanism. The article also regularlizes the Archives crisis management processes including the identification, preparation, response and recovery of the crisis.Finally, it creates an Archives crisis management culture based on spirit layer, system layer, layer and physical layer.This paper proposes countermeasures against the crisis management practice of Archives in the existing problems in order to guide our archives crisis management practice, improve our Archives crisis management to ensure safe operation of Archives as a reference.
