Along with the development and application of computer and Internet technology, people become more aware of archives informationization and pay more attention to file management. At the same time people set higher standards and requirements for file management. This makes the traditional archive management mode unsuitable for current society need. Therefore, the establishment of new digital archives management information system, digital and networked control implementation of file management becomes the development direction of archives management. The applications of computer and Internet technology to file management become the inevitable requirement of modern archives management. The main contents are as follows:1. According to the actual situation of the Tianjin public security bureau of archives records management, we complete the digital archives management system requirements analysis and demand analysis of its subsystem. Taking the specific situation of the public security file management into consideration, we design functions of the overall architecture of the digital archives management and further elaborately design functions, characteristics, hierarchy, implementation and other aspects of the system and its subsystem.2. We adopt B/S and C/S hybrid architecture to realize the different functional requirements of the management of public security files. We take B/S mode to realize file retrieval for archives users. “WEB/middleware/server” architecture of J2 EE technology is used to realize B/S mode. Using DELPHI language to develop, C/S mode is taken to realize functions and components which have higher requirements for interactive processing. We set the data interface standards as XML and use the Web Service as basic Service description and data interface standard. We use full-text retrieval technique to make system functions more comprehensive and humanized.3. System permissions allocation takes the form of authority group to facilitate security maintenance and take different personnel into consideration. According to the characteristics of the public security archives, we stipulate the special database security rules and adopt the method of multiple phase time and backup database files to ensure the safety of the public security archive data.4. Relational database SQL Server2005 system is selected as the background, to easily realize full-text retrieval of the plain text documents and a variety of binary format documents, which is very favorable for archives management query and enhances retrieval efficiency.5. The system has reached the design requirement through software testing.
