Employee Relationship Management(ERM) is an important part of human resource management, which is also one of the six modules of human resources management. This article aims at develop an ERM system suitable for municipal electric power supply enterprises which could create a positive work environment, so as to achieve the organization’s management objectives.Generally speaking, in a commercial HR system, ERM is not treated as an independent module of HR system. Therefore, this shortage cannot satisfy the requirements of municipal power supply enterprises’ employee relationship management. Through the study of ERM, combined with the application status of existing human resources information system in municipal electric power supply enterprises, this article carried out research on the need of ERM and complete the overall functional software design. Moreover, on this basis, this article determined six subsystems which is basic information and personnel management, labor contract management, communication records management, trade union activity management, employee incentive management, and system configuration management.This design of the ERM system designed in this article used B / S(Browser / Server) mode and system relational database Microsoft SQL Server 2005 as the database server which launched by Microsoft. The application of the trigger implements ERM system and HR system on the basis of data synchronization can reduce the workload of ERM basic data maintenance, and ensure the ERM and HR system basic data consistency.This design implemented ERM system can run on Windows2003 operating system. The tests carried out in systematic laboratory shows the system going well.
