With the development of high technology, using computer to manage personnel has becoming an important symbol of measure department and modern scientific management. The selection of government cadres and the allocate of leadership is the core content of talent management for the leadership of the personnel department’s organization, which plays a decisive role for the development of local economy and social progress.In recent years, most of the government’s personnel management system is a stand-alone version of the application software. In practical application, it is mostly manual processing, which uses the document to manage and the main computer processes the report of the basic information, maintenance, query, data security and so on, but it has not been fully and reasonable in the selection of cadre evaluation. On the other hand, the number of information which the document management involves is more and more huge, with the data changing quickly, so the load of the information processing is very large, processing cycle is longer, working efficiency is lower and so on, especially each year when the appointment and dismissal of cadres, the burden of work in personnel management is very great.The traditional selection research methods focuses on measurement work,How to put the results forward specific help to select persons has attracted attention, more research has begin to focus on selection decision problems. From the different angles, it explores the evaluation and selection decision problem. It involves a lot of aspects, it will continue to development and integration with other disciplines. However, the existing researches are still relatively weak on selection decision method. for a particular problem, the standard is single, limit and, make a systematic evaluation selection model which is the future for to strengthen, at the same time,it also is one of the starting point of this paper. According to the characteristics of Chengdu government cadres and workers, the author makes a cadre evaluation and selection system of based on multi-level and grey decision.Firstly this paper analyses the demands of the cadre evaluation and selection system, combined with the actual situation, which uses of multi-level, grey decision, general database technology and so on.It realized the cadre evaluation and selection system of based on multi-level and grey decision. The practical application results that: the system proposed in this paper and the realization of the program, and then the development of cadre evaluation selection system is more scientific, comprehensive, the cost of human resources is reduced greatly, the accuracy and fit of matching posts is improved, the effective decision-making is provided for the selection talent of leadership.
