With China’s deepening reform in all walks of life, the education system also continued to move toward more scientific, more effective reform, higher vocational colleges to carry on the management to the staff by means of information, help to better the teaching staff files, training, performance in the whole management, improve the efficiency of teaching and administrative staff management, better for the college development and train students to provide human resources support. Therefore, higher vocational colleges in the area of human resources management in urgent need of improvement, improve efficiency, focus on the method of data analysis and decision support.Development and management of human resources, vocational colleges in the university management is an important aspect of its vocational colleges for the production, service and management training frontline areas of highly skilled personnel play a huge supporting role. Quality development and management activities HR system will directly affect the quality of education and the level of competitiveness of the school, college faculty will also affect the realization of social value and improve selfsatisfaction. Currently, a number of well-known domestic and foreign human resources management software companies to develop a variety of human resource management system based on Chinese market demand. However, research on university human resource management system is still relatively weak, it is very inadequate human resources management system for research and development of vocational colleges.Through the development and application of human resource management system in Higher Vocational Colleges Based on WEB can make the higher vocational colleges to enhance the efficiency of human resource management, the statistical data analysis and management, to promote the staff personal development, has important significance in improving the quality of students, is the necessary measure to enhance the quality of development of Vocational colleges.This paper take Nanjing Railway Vocational and Technical College as the application object, based on the demand of extensive research in higher vocational colleges, designs one set of human resource management system of Higher Vocational colleges.Through the typical vocational colleges human resources management system analysis and design, to explore ways to enhance the human resources information management efficiency of vocational colleges, to enhance human resource management level vocational colleges play a facilitating role.This paper first analyzes the research background, basis and research situation at home and abroad, the paper research content, the comparative analysis of C\/S and B\/S two kinds of system structure, analyzes the.NET technology and SQL SERVER 2008 database, from the demand analysis, the structure of the overall system design, system function module design, database design four aspects the analysis and design of human resource management system in higher vocational colleges, the system of staff file management, personnel management, performance management, salary management, training management, recruitment management, information statistics, system management function, and form a system of data table, then analyzes the operation process and the operation interface of each module the system, through the nine aspects of the function of the test system, through the six test to the system performance was tested, the results show that the system in terms of the connection speed, load, stress, safety etc. have achieved good performance, meet the design goals.
