With the constant development of management science and computer technologies,the management system has experienced unprecedented development in practicallyevery profession of China, especially in more developed countries. At present, themanagement system has become popular in all businesses of our nation. Utilizing themanagement system to participate in managing the behaviors of all professions not onlyimproves the labor productivity but also reduces labor intensity, so that the productionmay become more standardized and rational.The management system also plays a crucial role in the education, teaching andpersonnel management of higher colleges. The management information system inhigher colleges manages not only the personnel but also the documents and policies. Itis imperative to use advanced the management information system to improve thequality and efficiency of personnel management in higher colleges. In recent years, thegovernment invests so much in higher colleges that many colleges have increased thenumber of students and teachers. It has become irreplaceable to use efficient personnelmanagement to participate in managing daily affairs in the management of moderncolleges. It is one of the essential requirements to introduce the management system in,which is consistent with the contemporary system requirements, promoting scientificmanagement and improving efficiency. The management system can provide much helpin improving the efficiency of personnel management. First, it is very easy and fast tooperate and reduce repeated work and provide accurate statistics. In addition, itenhances the efficiency and quality of personnel management. For the higher colleges, itis valuable to introduce a proper management system.The author wants to combine the present theory of human resources managementwith the design and development of the system, so that we can develop an informationmanagement system which adapts to the current management system and has a goodscalability. The system can combine the contents and characteristics of the personnelmanagement in higher colleges, improve the efficiency and quality of personnelmanagement and provide valid and reliable data for the management and decisions ofthe higher colleges. Finally, the personnel management will be automated and standardized. The main contents of this thesis are: First, it describes the developmentbackground of the system. Second, it introduces the technologies and environmentsneeded for developing the system. Third, it puts forward the design ideas and the plan ofthe system. Lastly, it designs the logic structure and database of the system. In addition,the system is meant to achieve the following functions: system management, personnelmanagement, organization management, position management, policy management,statement management, backstage business management, and self-service. By realizingthese functions, the system can make the management of higher college become morestandardized and scientific.This system will realize the user rights management, personnel management, wagemanagement, promotion management, retirement management and other managementmodules and technical support and other functions, so that to achieve more scientific,standardized the personnel management of University level.
