With the development of economic globalization and the reformation of national system, the competition of administrative institutions is increasing. The advanced technology such as information technology and computer technology, in the process of integration with other industry, modern informationalized financial system is widely used in financial management. Especially after ERP thought was introduced into the domestic, which focus on accounting and management about financial statements. The thought can overcome the financial difficulties of the administrative institutions with the feature of strong standardization, advancement and collaboration. In large state-owned enterprises, the former financial management mode have gradually exposed its shortcomings. Therefore, the importance to designing and developing the financial management system with modern technology is self-evident in realizing optimal allocation of resources for implementing institution.The purpose of this article is to design and to develop a set of financial statements system for administrative institutions. The system can complete units’ daily financial accounting, update units’ financial situation in real time, reliably provide dynamic units’ financial data to managers, and help to scientifically manage units’ financial circulation. There is a certain difference and not identical financial forms in the administrative institution. Therefore, the system should have certain universality, which can meet the basic requirements of commonly used.This article relates with the actual condition of administrative institution. The article has carried on the theoretical study and system design and implementation of the financial statements, about the core problem on financial management of administrative institution. First of all, the demand for system has carried on the overall analysis. According to the requirements, the feasibility of the system implementation is analyzed, and the requirement of system development is cleared. Demand analysis focuses on the special object of administrative institution, such as the portal information, report management, salary management, asset management and so on in this paper. Secondly, on the basis of the current technology, using the common development platform PowerBuild 10.0 and SQL Anywhere 9.0 database technology to overall design of the system, including framework design, the system level design, database design and security design. Thirdly, the detailed development has completed which is based on overall design. Each of function module is perfected so that can realize the functional requirements. Finally, the certain functional test and safety test are necessary to guide improvement.Through researching and implementing the financial statements system of the administrative institutions, the financial management, process control and cost accounting can be solved in a certain extent. More standardized in daily financial management and more integrated of financial information can realize the depth of the financial data mining. At the same time, the level of unit of collaboration can be raised. As a result, the financial management and the main business can be organically combined to improve the economic benefits and enhance competitiveness.
