Establishing unified information system in the city and realizing real-name system management of government institutions is advantageous to establish working mechanism of mutual supervision and improvement for the organization, establishment, personnel, finance, supervision, labor and social security departmentetc. In fact, building personnel information management system in administrative institutions is also an important step to push forward the reform of administrative institution gradually, which can speed up the pace of informatization of institution organization, personnel and financial administration and improve the work efficiency, to implement the policies and regulations for institution organization of the central authorities better, to further strengthen and improve the recruitment management.This paper describes the needs analysis, system design and specific implementation process of personnel management information system in Weifang city administrative institution. Firstly, requirements acquisition of personnel management information system in Weifang city administrative institution is made in this paper.Secondly, the requirement analysis of the content fetched gives an introduction of the function and the corresponding implementation model of the system. Then the function of system at all levels is designed by using layered design idea, Java programming language and struts+spring+hibernate framework combination technology. And database is designed by using the SQLServer2005database manager. At last, according to the demand analysis and system design content, the system is implemented by using the related technology, and the development work of the whole system is completed.Finally, each function module of the personnel management information system in Weifang city administrative institution is realized. The system mainly implements a series of functions such as personnel browse, unit browse, list entry, report output, check calculation, suggestion box, personal settings and so on. These functions can provide a good support for personnel management in administrative institution, and greatly improve the efficiency of personnel management in Weifang city administrative institution.The system can meet the requirement of personnel management in Weifang city administrative institution, and the informatization process of Weifang city administrative institution is promoted overall through the establishment of the personnel management system in administrative institution.
