The dissertation elaborates administrative institution assets management system needs analysis, the main business include:purchase of assets, assets transfer, asset disposal, report submitted to the business, according to the existing business system requires, the functional requirements include:unit management, asset acquisition, storage, changes of assets, assets inventory management, rental, lease management, lending and returning, foreign investment, asset disposal, statistical reporting functions, then elaborated system’s data model. On the basis of the demand analysis, then give the system design, given the system architecture design, system modules, system modules according to the results, the system main module design is given, including the unit management module, asset acquisition module, storage module, assets change module, inventory module, leased assets management module, management module, Lend Lease and return module, external investment, assets disposal module, statistics module design, later given the structure of the database design. Based on the design, given on the basis of user interface design, finally, the system needs further work in future.This dissertation elaborated the administrative institutional units assets management system not only make the finance department and the administrative institutions asset management information synchronization, but also improve the management efficiency, reduce the loss of state assets, played a very good role in the supervision of state-owned assets, so it has good social and economic value.
