Service informatization in local countryside is an important part of management information construction in our country. Developing a countryside-oriented service management information system to realize managing the affairs in village using information technology is significant to control the power related governance and to enhance the ability of management. Additionally, it also gives a powerful meaning to pave a way to construct our democracy for our country. In this thesis, we combine the reality of service and management with theory of software engineering to study the practice of management information technology in countryside. Based on these, we further design the work flow for the service in countryside management to develop a information system.We first conduct the requirement analysis based on the investigation on operation flow of countryside management, and profile the information system as six functional parts and make use case analysis to each part. Besides with these, we also make analysis on reliability, usability, efficiency, maintainability and transportability. We make the detailed functional design with a thorough analysis to the operation flows and function modules of the information system using a UML method. The information system is designed as a three-layer architecture which are presentation layer, business layer and data layer. The three-layer architecture can separate operation from business logic of the system which make it is of strong scalability and generality. The six modules are System Management Module, Population Management Module, Affairs Management Module, Party Management Module, Finance Management Module and Cooperation Management Module, in which the System Management Module is made up of three submodules, Initial Setup, Basic Data and Personalization Setup, and the Population Management Module is also made up of three submodules, Population Management,Birth-Control Management, and Floating People Management, and the Party Management Module is made up of two submodules, Party Management and Charity Management. We design detailed procedure for these six functional modules.We conduct software test on the developed information system and the test results show that the system presents on a perfect performance and can reach the requirement of the design. The information system takes on a stable property in the test in the testenvironment. Therefore, we can draw a conclusion that the information system can reach the user claim.
