In recent years, with the rapid development of national information technology andcomputer technology, the traditional manual document exchange can no longer meet theneeds of the government construction. Therefore, an efficient, quick way of office isurgently needed. In this case, the e-government system comes into being. With thee-government market becoming mature in China, more and more governmentdepartments begin to increase the attention on the importance of e-government. Thedevelopment of e-government can not only greatly improve the level of departmentaladministration, accelerate information fluency which ensures the rational use ofeffective information, and improve efficiency which is saving the cost of office paperdocuments, but also achieve some functions which cannot be achieved by paperdocuments from the technical means, such as to meet the needs of digital, networked,automated management in government office.This thesis outlines the development of the electronic document system at homeand abroad, introducing the status of the electronic document system in our country,which starts from the background the electronic documents generated in. It also hasmade an in-depth research and analysis on the system’s functional requirements, besides,a detailed needs analysis and system architecture design of the system has been made,focusing on several key technologies involved in the system: workflow engine, CAcertification, and accordingly, making a detailed design and implementation. Thisdesign takes into account the characteristics of system integrity, confidentiality,authenticity and non-repudiation of electronic documents, putting forward sometechnical support solutions of feasibility like digital signature, authentication and dataencryption, etc. It has completed the encryption and decryption of sensitive data intransmitting and receiving process, and the design and implementation of the signatureverification. In addition, it puts up feasible solutions aimed at the modules, such asdocument process engine, reception management, document issuing management,documents archiving, and user management, etc., mainly exploring the workflow,digital signature, timestamp signature and the security problem in electronic document exchange in the process of electronic document delivery, making sure the documentsimportance of safety in the OA system, last concludes the security system of theelectronic document system.This paper, mainly from the demand and the application point of view, takesYuechi County Local Taxation Bureau electronic document system as an example, anduse C#as the main development language of this design. And it is combined withASP.NET dynamic webpage technology, application framework of UCML andMicrosoft SQL Server2005database platform, using Ajax, XML technique and B/Smode structure, realizing the electronic document system from the realistic requirement,and making key research and design about the details of the system. The researchesmainly includes several aspects, such as the document flow engine, receipt management,document management, filing and document security transmission, to reach theimplementation and verification of the system. This paper describes the system from thefunctional needs analysis to the system detailed design and implementation process,letting the readers have roughly understanding about the whole system developmentprocess.
