Today, the size of the cities keeps growing, affairs of city management aremuch more and become more complex, and the city management requirements of citizens are also improving. Therefore, city management needs to be more technical and intelligent. To get full advantages of information capacity and monitoring ability of all entities in city, not only the participation of the contractors that handle urban affairs, but also that of the citizens and government or regulators are needed in the activities of city management. And the rapid development of mobile Internet technology and the widespread use of mobile devices, make that possible.In this thesis, a series of city management business processes are designed and optimized by analyzing the requirements of city management and using the information from public. Then, technical architecture is designed to support it.Finally a crowdsourcing service system for city management is implemented.This service system is typically a case of service innovation. Its business and technical model is generic and universal, that could be replicable and extendableeasily.So the solution mentioned above can be effortlesslyadopted in different cities.According to the knowledge of business analysis and service design, these discussed in the thesis are how to use public information and crowdsourcing technology to design a series of efficient city management processes, and how to make the tasks performed efficiently by citizens or contractors. This thesis also illustrates the research of mobile Internet technology and specific technology of server and Android client. The servermainly consists of three parts, i.e. the load balancing server, application servers,and database server. In application server, a multi-tiered architecture is used, while data tier holds data access logic using geographic information system and application tier holds business logic to provide service interfaces using Web Service technology.And native application solutionis used in Android client application to provide location-based services. In the meantime, Google Cloud Messaging Service is used for pushing notifications.From the functional aspect, the functional modules of the system aretypically divided into user module, issue module, ticket module, notification module and report module.In this thesis, the lifecycle of the whole project development is described in detail from two aspects that are business process and technical detail respectively.During the development, there are mainly four phases of it, i.e. requirements analysis, system design, system implementation and test.At last, by introducing this project, a general solution for the mobileplatform system of city management is presented.
