Jiaozhou City, The Development Of A Public Information Service Platform Development And Operation Of The Project Management Mode Study

Small and medium enterprises (SME) in the county play an increasingly important role in promoting economic growth, optimizing the economic structure, expanding employment channels and increasing our revenues and maintaining social stability. The Development status of SME plays a pivotal role in of local economic and social development.However, due to the limitations of the own development of SMEs and the external environment, they are facing numbers of "Growing Pains" in their own developing. On one hand, SMEs are large in numbers, widely spread, and information asymmetry, so they pressingly need timely and accurate policy information and quality and efficient government services in the process of development; On the other hand, to accelerate the pace of SMEs development, the local government need to implements rapid accurate and sensitive policy-oriented, information-oriented and efficient service. Therefore, in order to further improve the service functions of service system for SMEs, strengthening the link between the government and SMEs, and to address the problems faced by SMEs, the establishment of county public information service platform for small and medium enterprises is of great significance, and time is pressing.The key question that the paper intends to address is: how to use the information network to break the sector divide de and industry affiliation; and consolidate the industry's common resources, the Secretary-mail, government sites, corporate service hotline, group sending platform, key enterprises express services, and other platforms and external acceptance systems, internal office systems, performance appraisal systems, administrative examination and approval system, and other government applications; and built a fully functional, easily operated, open-sharing and integrated service platform for the city's SMEs.The establishment of County public information service platform for SMEs is in the initial stage of exploration, the construction process will encounter many problems. If the Platform need to be well established, the process it must be researched as a systemic project. The usage of project management theory and method from project planning, organization, coordination, control and resource allocation and other aspects are needed in the whole process of the management. And the settlement of scientific property, prospectiveness and rationality of the project must be done. And also, it is needed to be clear that the Government should structure the establishment of the platform and carry out policy measures. This paper takes the establishment of public service information platform for SMEs in Jiaozhou as a case, studies on the perspective of project management and business model of its development, and plays a guiding role in its healthy and rapid development.The county public information service platform for SMEs that this research based on, is adapt to the information requirements of the age. It integrates the internal administrative resources, and breaks the boundaries and features separate business units. And unifies the external service interface, and ensure a holistic rather then a fragmented approach to offer service. The platform is not only a traditional sense of a simple information site, that only publish policies and market information, but also provide information and related services based platform for the development of SMEs. In addition, except the basic information services, it will implement the training, credit, finance, entrepreneurship, technological innovation, information and other services. And it uses the information networks to enhance and speed up the above services.
