As the "Internet +" model is proposed at the national level, the development and construction of transportation logistics information will face a new transformation and upgrade.In terms of nationwide,the development of transportation logistics information still is more extensive, the logistics information level is different from place to place. The lack of logistics information interactive platform led to poor information service ability, logistics operation efficiency is overall low. These lead logistics information is difficult to get scale benefit.This thesis generalizes and summarizes and the problems in the modern logistics management and the present logistics information public platform construction.First of all, this thesis studies the overall pattern of the platform, based on the analysis of in-depth reasons for above problems. It proposes and designs a mode of provincial transportation logistics information public service platform constituted with "One system, Two platform".and existing One system means the data exchange and sharing system, Two platform means government platform and commerce platform.The public platform realizes the interconnection and exchange of logistics information through the data exchange and sharing system, provides the basic government information service through the government platform, and achieves value-added service of platform information through the commerce platform; Secondly, it focuses on making a detailed description and design for the technology solutions in transportation logistics information public service platform, including the design of data resource sharing technology, the design of government platform technology, the design of commerce platform, the design of mobile logistics platform technology. In the design of data resource sharing it puts forward a exchange sharing scheme based on metadata. In the design of government platform, it designs different system function according to different services subject. In the design of commerce platform, it designs value-added services modules such as the request and application of platform services, selfish service management, cloud resource request and management, cost management, developer domain for platform merchants. In the design of mobile logistics application system, it proposes APP application design and WeChat public design for mobile devices(including Android, Android Pad and iPhone).Finally, this thesis, combining with the current situation of the development of regional economy in Shaanxi province and transportation logistics infrastructure and organization, and the characteristics of logistics information, cloning the design of the provincial transportation logistics information public service platform mode, sets up the transportation logistics information public service platform of Shaanxi province. Then it accomplishes the analysis of function and performance requirements, general layout of hardware and software, the design of portal interface. And it draws a clear line of project boundary with established and under construction of logistics information system in Shaanxi province. It ends up with analyzing of economic and social benefits on the platform.
