With the rapid development and wide application of computer, communication and network technology, energy charge management system has made great progress. Old manual meter reading technology for each single energy consummation is developing to digital, intelligent, standard, integrated and open technology. Energy charge management system based on BROWER/SERVER(B/S) put forward in this thesis improve client management level and service quality, and help to realize scientific, accurate and in-time management decision, through information technology, automation technology and business process optimization.The target of this thesis is to solve the problem of the now energy chare software and satisfy the future demand of energy charge management system. According to the current business management and future development, the energy charge management which covers all business, process and client is established in this thesis. The main contents of this thesis are followed:1. Design and realization of network topology structure. The related departments of power Energy Company access the system through internet with IE browser. The main server is put in the sales subsidiary company office. This server runs the system software, database software and business software. The computers in the sales subsidiary company are connected to the system by the office internet, and access the system through internet with IE browser. The same mode is in the charge stations and the metering stations.2. Design and realization of system software structure. The system adopts the advantage B/S architecture, and divides the data process into three stages: the first is client(user interface), which provides the friendly access between user and system; the second is application server, which is in charge of business logistics realization; the third is data server, which is in charge of data information storage, access and optimization.3. Design and realization of system data structure. The core of this system is to establish the data structure of the whole system around the energy user.Through the real application in one energy management company, it has been proved that this system satisfy fully now energy charge management demand. At the same time, this system has strong extensibility and can adapt to the demand of future business change.
