In order to meet the increasing needs of talents for socialist construction, Chinese colleges and universities are expanding their enrollment, which leads to rapid increase in campus energy facilities and energy usage. It is of great importance to enhance cost accounting, cut down expenses, recover energy cost, and improve the inquiry, accounting, analysis and overall management of data.Therefore, one major issue in the logistics management of colleges and universities is energy management and expense settlement. The traditional manual operation of energy settlement and management is slow in information feedback, low in management efficiency, poor in management quality, which has wasted enormous human resources and can no longer keep up with the development of society and higher education. While in today's information society, computer, with its convenience and promptness, has been applied in every management field in colleges and universities and has become an indispensable management tool. An advanced, safe and efficient energy charging management system is essential to effective energy management. However, it is hard to find a proper energy charging management system for colleges and universities in the market, let alone a universal energy management system, as each institution has its own unique operation. Thus it is imperative to develop an energy charging management system suitable for the operation of X University.This system is designed according to C/S (Client/Server) structure, which applies the object-oriented and expandable C# programming language based on a triple enterprise structure model to the development of energy charging management system. This system is composed of systematical management subsystem, basic information setting subsystem, charging management subsystem, and statistic inquiry subsystem. With the adoption of SQL Server 2005 as the back-end database, this system can be used in the energy management of X University. With its user-friendly system interface, simple operation, even workers without professional knowledge of computer science can use the system after a short training program, which significantly cuts cost of labor and time, greatly lightens the work load of management staff, replaces manual operation with rapid and accurate operation, and greatly boosts the efficiency of energy charging management.
