In the information age, the same day, the company keep changing times, changing business models, management models, from traditional manual management system, the transition to automated information management system. Such a knowledge-based economy in the present era of inter-enterprise development impetus and competitive enterprises focus has shifted from physical capital to the capital of knowledge, as knowledge of the owner’s knowledge workers has become the company’s most valuable asset. So how to define the value of knowledge workers, how to measure their value, to become one of the key factors of business success. Performance appraisal is to improve the efficiency of the organization’s core means, is indispensable modern organization management tool. It is a periodic review and evaluation of staff performance management system is the personnel in charge of or related to the employee’s work performance appraisal in, make a scientific evaluation. Organizations ultimate goal of employee performance appraisal system is fair use, develop human resources, improve the efficiency of the important measures to achieve rapid development of enterprises.Meanwhile, in the transition process to automate a variety of business and operations management, companies need to automate employee performance appraisal. Reasons for doing so, on the one hand due to the expansion of enterprises, enterprise scale increasing the number of employees, on the other hand, a single performance appraisal methods no longer meet the needs of linear scientific management. The ultimate goal is to coordinate the achievement of the performance appraisal department affairs, scientific and efficient allocation of human resources, people and events while processing supervision, so as to promote the development of human resource management from the enterprise level.By combining with information technology, employee performance evaluation system can provide a visualization platform for the fair competition among employees, retain talent for enterprise, and guide enterprise to the rational allocation of talent. Employees can know the specific project to be evaluated and scoring rules, access to their own evaluation results through the system anytime, so the entire process is open and transparent, evaluation result is fair and rational.According to actual situation, the paper presents a web-based solution for enterprise staff evaluation system. The article discusses the implementation process of the entire program in accordance with the order of actual software development process, system analysis, system design, system implementation and so on. The program is based on Intranet and Web technology, uses the B/S structure and ASP.NET equipped with multiple third-party libraries. Development tool is Microsoft Visual Studio 2010 integrated development environment and database platform is SQL Server 2008. The basic framework of the system is constructed and the core functionality is achieved with all tools above. By software testing, the system runs stably and functions as expected. With the design and development of this system, the employee performance evaluation of Chongqing Electric Power Corporation is more scientific and more accurate, as well the human resource management level of company can get further enhancement.
