With the growth of the 3G deployment, Loudi Unicom faces too major problems: poor coverage in rural areas and weak signal in the city, causing poor user experience, especially for the user in high-rise residential community. For many years, to solve these problems, Loudi Unicom have built a large number of macro base stations. But this solution comes with high costs and long construction period, so it cannot meet the requirements of current network. By taking new planning methods, using new technology, new products and flexible networking, this thesis solves these problems of network and improves the quality of the network quality with lower cost in shorter time.By taking a large number of DT test, CQT test, MR data analysis and complaint data analysis, this thesis researches the main problems existing in Loudi Unicom’s WCDMA network, achieving a clear objective of 2014 WCDMA network quality, and a method of completing network coverage. Unlike the traditional way, which involves simply building macro base stations, this thesis approaches a cost-effective solution to the coverage problems by using different planning methods in different scenes: using pull away RRU, micro base stations and antenna beautification in urban areas; using 2T4 R equipment, special antenna and a pilot power adjustment to achieve effective coverage of the population in rural area; as in residential area, coordinating indoor and outdoor coverage, using methods like High-and-low Coverage By Sector, Room-signal Leading Outside, Adding Four-Five-Six Communities to achieve the accurate coverage of base stations in cell level, highly controlled height and interval of stations; in campus, considering more of the network capacity planning, solving the specific problems by micro base stations, new FEMTO products. By using pull away RRU in different scenes, and micro base stations, this thesis achieves a higher Loudi Unicom 2014 construction cost efficiency. Compared to the traditional way, the overall construction cost is only 1/3 of the macro base stations planning, with a quicker network construction, completing the project two months faster, increasing the level of overall network coverage from 54.05% to 62.2%, lowering the user complaint rate of 3G network quality by 20 percent.Finally, by analyzing the situation of Loudi Unicom’s FDD-LTE early planning and construction, this thesis proposes the network planning solution of coordinating 3G/4G: WCDMA as a base network and the FDD-LTE providing continuous coverage in hot valuable area. It brings a profound influence on Loudi Unicom’s wireless network in the future development.
