Emergency Duty system is the first step of building government emergency management platform, to ensure unimpeded orders and timely reports, guarantee effective response to emergencies and safeguard social stability. With the advancement of the government’s emergency management, the importance of emergency duty is emphasized more. From the overall and strategic perspective, the concept, “heavier responsibility for emergency duty than anything”, is being established among leaders, giving government emergency work higher priority. Therefore, the design and development of emergency duty system based on mobile device is crucial.In order to solve current problems of emergency duty, and in consideration of its further development, this thesis is to discussconstruction mode and management system of Emergency Duty system based on smart devices. On this basis, the role and requirements of emergency dutyin the governmentemergency management are analyzedindepth, taking advantages ofsmart devices,identifyingdeficiencies of current work, so as to establishascientific andpractical Emergency Duty platformthrough which information can be delivered between differentlevels of government departments,byvarious technicalmeans. Firstly, according to Jinhua city emergency duty work, the requirements are analyzed, including service target, business scenarios, function modules and non-function performance. Secondly, based on the previous analysis and combined with the strength of smart devices, overall architecture, function design, database design and module design are illustrated, with emphasis on the implementation and class diagrams of key functions. Finally, the actual performance of Emergency Duty system is shown with functional and performance test reports by professional testing tools, to prove the system meets the requirements of Jinhua Emergency Duty work and expected performance.The thesis of Jinhua Emergency Duty system based on smart device meets its construction requirements. After implementation, the business workflow will be optimized, to achieve quick response to emergencies, ensure the communication of information, and improve the efficiency of emergency disposal, minimalizing losses caused by emergencies.
