With the development of information society towards more complex and varied,the emergency disasters are in various forms and emerge in endlessly.The consequences are also more unpredictable and close to the "black swan" event.However,the ability of our government in emergency management is very limited.The prominent problem is that there are many divisions between departments,which is difficult to disperse functions The resources and advantages of each kind are integrated to effectively cope with the occurrence of various disasters.As an important information for disaster management,how to use emergency information reasonably and effectively among government departments has become the focus of attention.Therefore,it is of great significance to carry out the research on government emergency information collaborative service in the linkage transformation,information resource utilization and disaster management ability improvement.Firstly,the paper elaborates the research background,significance and other contents,and makes clear the research subject and direction;secondly,it summarizes the key points of terms and theoretical content involved in this paper,so as to provide theoretical basis for the content of this paper.Through the statistical analysis of the current situation of government emergency information service through electronic questionnaire survey,it is concluded that the government emergency management is relatively weak in the three dimensions of organization and management,information technology and operation and maintenance.Therefore,it is proposed to build the government emergency information collaborative service mode,specifically from the four aspects of department functions,information resources,information system and information technology To construct and put forward the corresponding mechanism guarantee.Meanwhile,the novel coronavirus pneumonia case is illustrated by our government,which proves the feasibility of constructing the government emergency information collaborative service mode.Finally,the conclusion of this paper is drawn and the research prospect is put forward.
