In recent years, with the rapid development of the national economy, when all kinds of accidents have occurred, causing great loss to life and property of t he people. According to the analysis, illegal operation and illegal command is on e of the main reasons of the accident, but an accident is caused by inadequate e mergency rescue serious consequences of the main reasons. Occurrence of major accidents, the social impact of large departments need to participate in the rescue and investigation of more complex deal with the aftermath, the government can not solve a single functional departments, the need to mobilize and coordinate a ll aspects of social forces, unified leadership and action. Therefore the establishm ent of an advanced and efficient emergency rescue information system, has a ver y important practical significance.Aiming at the above problems, and the safety of emergency rescue and inform ationtechnology combination, the formation of a new emergency rescue system. Th e main research of this system, the following aspects:Firstly, the research background is simply introduced, and detailed analysis of t he platformrelated research at home and abroad, and summed up the necessity of research and development work safety emergency rescue platform.Through the safe production supervision administration of emergency rescue work a lot of research work, the sudden risk events on the properties, production sa fety supervision and Management Bureau of the work of various common understa nding on safety and emergency rescue platform to carry out the research platform of.On the platform of the user demand for a detailed analysis, introduces the rela ted technology needed for emergency rescue platform safety. This design uses SQL S erver as the database platform, UML unified modeling language, MVC model struc ture was determined by means of the technology introduction. And the detailed des ign of the platform, to build a basic framework of emergency rescue, emergency re scue platform development suitable forproduction safety supervision and manageme nt bureau.Method using white box testing, black box test of safety emergency rescue plat form, the use ofperformance testing tool Loadrunner, function test tool QTP on work safety emergency rescueplatform test. Emergency rescue platform safety to achieve the desired results.In this paper, based on the idea of software engineering, development and des ign to XML,Webservices, GIS, JAVA and other standard techniques, using object orie nted method, with SQL Server as the database, UML to build a GIS based platfor m, efficient, practical safetyemergency rescue system for modeling language.
