In this paper, relying on SQL Server2008database, using the newobject-oriented language C#, WCF binding technology, the use of UML design tools todesign the system of government on duty on duty. Meanwhile, security settings andpermissions through the program allocation module, increasing the system’s security.Using MS Visio2003as a modeling tool, and in the software testing phase introduces aunit testing tool. In the system development and implementation process, first determinethe system’s main framework, to take C/S structure, the use of SQL Server2008isdesigned to complete the system database, which mainly design language is C#,platform visual2008.
