The public health emergency increase with the social development at present but the local government lacks the experience and consciousness of emergency communication. The thesis analyses and researches this typical case of "Vaccine incident of hepatitis A" which happened in Sixian of Anhui province in 2005 with using the theory knowledge and research means of journalism, Communication and Sociology.This article constructs the theory frame of government emergency-communication in the public health emergency. The definition and spread characteristics of the public health emergency to involving in the article have been defined and explained specifically. The key effect of the media in the public incident have been explained, the responsibility and leading role of government which should play in media's management and information dissemination in the public health emergency have been expounded. This thesis has carried on the framework and analysis stage by stage of "Vaccine incident of hepatitis A" through the full and accurate interview materials and file materials. It analyzes the course that the incident develops into the crisis with the theory knowledge of Communication and Sociology, and concludes the gain and loss of the government in dealing with media's relation. A large number of news reports on vaccine of "Vaccine incident of hepatitis A" from June to July in 2005 are been document-analyzed in this thesis to restore the media environment of the current society and summarize the report rules of the media in the public health emergency. Summarized the analysis and research above, this thesis proposes several strategy suggestions to the local government which can be used in the media relationship management and information dissemination in the public health emergency.
