In recent years,all kinds of safety accidents happened frequently.In order to reduce the harm of accidents,the government and enterprises have formulated a series of contingency plans and organized personnel to carry out practical exercises.Governments take the role of coordinator in the process of emergency rescue,they can mobilize all rescue forces.It is inseparable from the guidance and supervision of the governments to control the accident.With the development of computer technology,more and more scholars begin to combine the virtual technology with desktop exercises to develop virtual drilling system,which is more convenient and intelligent.It also helps to avoid the problem of actual exercise which is limited by venue,time and other factors.However,most of the researches are aimed at specific industries,such as chemical companies,coal mining enterprises,etc.There are few drilling systems of desktop simulation for government departments.In view of the above problems,this paper proposes to build an emergency drilling system for government departments based on LabVIEW technology.An emergency response plan for hazardous chemicals of government A was selected as the research object to develop a virtual drilling system for government departments by combining the LabVIEW technology with desktop exercises.First of all,a chemical accident emergency plan of government A is taken as a support to establish the accident drilling program scientifically.A modular design is adopted to achieve the overall function of the system through the joint effect of modules,which includes database module,exercise program module,user login module,drill operation interface,subject loading module and exercise evaluation module.Then,one of cases in the exercise programs is selected to demonstrate.All the participating personnel carry out simulation exercise by performing training tasks on their own computers,and then the system will display the performance automatically.The results show that by cooperating on the exercise platform,government emergency responders can be well familiar with the contents and emergency disposal process of the plan,and they can also improve the knowledge of emergency rescue and clarify their own rescue duties.However,the degree of coordination and cooperation among various government departments as well as the overall exercise effect will be affected by the exercise design,which indicates that the drilling system still needs to be improved and be perfected in practice.
