The first phrase of "Jin an" construction is a national project, and a unified implementation project, which refers to the Security Control Bureau of the State, the province, the city and the county, the provincial Coal Mine Security Supervision Bureau and its branches, totaling 1,133 nodes.On the premise of new emergency rescue businesses suggested by Security Control Bureau, this paper analyses the importance of the current status quo of National Security Production Information System, amply construing new business needs, the framework based on J2EE, UML-based modeling language, Power Designer modeling tools and system-related realization technology in designing and implementing the emergency rescue management subsystem on the application framework of CS&S SWORD platform. According to the new business needs, in accordance with the function of the system, three modules: Emergency Preplan Management, Rescue Resources Management and Rescue Experts Management are designed. Besides, this paper describes business process of each module; on the base of demands of each module's function, it minutely designs flowcharts of the system and database operations table. Finally, this paper depicts some interfaces and the implement of typical functions in this system.At present, Emergency Rescue Management Subsystem has been on line and set off the trial operations in Ningxia, which takes advantage of new technology, designs the operating system conforming to security control personnel with clear and standard interfaces, also simplifies operational processes and improves work efficiency, which has been highly praised by security control personnel. In the near future, I believe this system will cover all levels of Production Security Supervision Management and the National Government System of Coal Mine Security Supervision Agencies to implement National Production Security Supervision Management at all levels and all forms of Coal Mine Security Control Organizations, as well as the system of network resources linked by other relevant units, and ultimately meet the requirements of production security control management from the nation.
