Information Communication Governance On The Negative Mass Incidents

In recent years, mass incidents have seriously affect the orderly operation of social economy and daily life, especially the closed event which is triggered by the spread of information communication, it hold a new challenge to government about how to respond effectively to the mass incidents. The management of the negative mass incidents information dissemination is a key step to deal with negative mass incidents. In theory, if we take effective governance to the negative mass incidents of information transmission, on the one hand, it could prevent the spread of rumors and it can create good governance environment; on the other hand, it can effectively release information and control the situation, also it can provide a reference for functional departments to formulate countermeasures.This paper combed the domestic research about mass incidents, information communication and crisis management, defining the conception of the negative incidents, and pointed out that the difference between the negative incidents and mass incidents lies in the group behavior of the negative incidents are baseless and legal, but it could bring the negative impact on government management and the social order. The author opened field interviews and investigation aiming at Shenyang shops which is closed in the mass incident. Using interview method and word frequency analysis the information dissemination process of the closed shops and carried on the reasons from the analysis of the incident. Summarize the functions problems of the closed shop which is appeared in the process of information dissemination management:government unresponsive, government information publicity is not in time, irresponsibility of media, the irrational spread of the public. The reasons of the existence of these problems are:the government has not formed a correct concept of communication, the shortage of sound information disclosure mechanism, the current media system exists inherent defects and the shortage of trust in social structure. Thereby, the author proposed three aspects of the countermeasures and suggestions:optimization of transmission of the information governance environment, strengthening the construction of information management, and establishing a comprehensive information communication mechanism.
