With the development of information technology, government have established their own information management system independently, there were database, client and webpage entrance, they were all small but complete. But the data and applications cannot be shared, that’s a great waste of resources. All levels of Political Consultative Conference are the important bridge of flocks to state organs. But, many PCC proposals management information system have some problems and the insufficiency, based on our analysis of the existing CPPCC proposals management information system, we designed the CPPCC proposals for management information system. It’s based on the data exchange platform, and it’s combined some functions and the identity authentication, information portal, OA system.J2EE is a kind of standard about enterprise application made by Sun Corporate together. To address these issues above, the current main lightweight frameworks would be deeply studied in this thesis. Using the lightweight framework that composited of struts, we design a set of e-government system development frameworks. And this framework will be used in the Dandong e-government management system. As a result, it can give user good experience, the excessive pressure of many systems’ server often lead to the slow speed of request.Dandong CPPCC-proposals management system is a new type of data system which is designed for the relevant staff of CPPCC members, the relevant leaders of proposals management department of government and organizations. Among them, the data exchange platform is a comprehensive service system is proposed to solve the data exchange and the sharing of demand, its purpose is to facilitate interoperability each business module cross sector collaboration. It’s also combining decision support aid system. According completed the design function, traditional CPPCC handling will be gradually transformed to accept, as bill online, online reply, assigned by the online feedback and new operation mode,greatly enhances the functions of CPPCC in political consultation. It can also facilitate the proposal maker and handler to promote the development of making government affairs public and e-government.At present, the Proposal Management System of CPPCC has been put into operation. The testing results indicate that the system has well satisfied the need of county-level CPPCC proposal work and basically reached its set goal for county-level CPPCC informatization.
