With the economic globalization and the rapid development of information technology, many enterprises of upper and lower class have coalesced into one supply chain for gaining the chance of commerce and decrease cost of business, these enterprises act different roles in this supply chain. Such competition, which used to be simply between companies, now has become the competition between the whole supply chains; hence improving the efficiency of supply chain has become the key factor of development of enterprises. The efficiency of supply chain is evaluated by reaction speed to market and integration of inter-enterprise systems in workflow layers.B2B(Business-to-Business) integration technology which adopt hub-spoke, especially based on ASP(Application Service Provider) is proved key part of integration of inter-enterprise systems in workflow layers. The hub-spoke is characterized as management and exchange of data which have given format for business fellows through single entrance. Now, multinational companies adopt the hub to accomplish application of supply chain system. Unfortunately, the implementing of theme brings some problems, such as long cycle of development, cost much, which is not fit for China's SMEs.Combined with situation of the China's SMEs, which is low informatization, restricted investment, lack of support and guidance of design and maintenance of application system, This thesis proposes a open data exchange platform which is provided with two trait: firstly, it provide many common service interface which is convenient to apply for users; secondly, users can customize function flexibly through the interface provided by the platform, which meet second development and offer individuation service to consumers who use second development. The platform which supplies multitype meeting modes, possesses interface of authority management, charge calculation and data transform, shortens time of software application of China's SMEs, brings benefit quickly and reduces investment of relevant hardware, software and manpower of China's SMEs can expect bright application prospects.
