Service-oriented E-government System Design And Implementation

Recent year, the government is gradually regulating the specifics of e-government and pushing its development; The government wish to boost national economic and accelerate IT related construction by the e-government. And then the strategy of local government can be accelerated by implementing the information technology.Based on information technology, e-government has advantages of low-cost and high-efficiency. Information construction, a focus of our government construction now, coordinates the communication between government and society, preventing alienation of public authority. The e-government will help in increasing government execution in service level, efficiency and quality. It will also improve the ability to supervise its service level, transform its functions positively and strengthen the ability of social supervision.This paper is based on a case study of a municipal e-government construction, including its design and implementation. The research analyses current situation and problems which exist in e-governments. Based on the global trend of e-government, the paper introduces two technologies, i.e. J2 EE and SOA. The research analyses the environment, security and gross demand in the implementation of e-government systems. According to analysis of sub-system of the file management, the research offers the designation of the functions, infrastructure and overview structure including database model. This research has demonstrated a detail designation of the file management subsystem, and further demonstrated the code of file management, realization of functions of related departments, test of functions, and the status of the operation of the system. The e-government system which designed, developed and analyzed in this paper has passed actual function test. In the real operation, the file management sub-system function works well and achieves its target envisioned.The research result in this paper has been used in practice, which has become the technological basis of a city government who is constructing its e-government system. The research has improved efficiency, increased the quality and service level of the policy execution for the government. It must be a strong support for constructing a development-oriented government.
