Nowadays in a society of information, every unit need to implement Scientific Outlook on Development to keep being in the same pace as development of this era and the ability to manage each department and the competence of relevant human resource. Traditional manual process of human resource is incapable to deal with increasingly complex information and the needs of human resource management, affecting leaders’ decision making and work’s evolvement. Take the Internal Revenue Service at Yongzhou, Hunan as an example, there are five constraint in the manual process of human resource: high cost of implementation; weak fundamental works; lack of scientific operation platform; out-of-style technology; unreasonable evaluation. In order to solve this problems, Internal Revenue Service should develop itself as time goes, implement Scientific Outlook on Development on tax human resource and use scientific and lean management. To conclude, building Internal Revenue Service human resource management system to manage employee is the wave of the future.This system in this paper was developed using powerful programming language JAVA and the database used Microsoft SQL Server 2005, based on the current HR management system in Internal Revenue Service at Yongzhou, Hunan and analysis of needs. One of the important filed in unit management is HR management, which is critical in the management culture. Thus, building a HR management system with information technology, that is developing a HR system which can satisfy the needs of unit management objectives, becomes necessary. This system has clear user interface, convenience to use, safety, and flexibility, which is able to manage employee profiles, check in and check out, summarize working times, authorize time-off online, and output salary/wage checks. This system is tailored for Internal Revenue Service at Yongzhou, Hunan. Modularization programming enhances the capability, flexibility, and less the cost of maintenance, which was testified and gave a satisfactory result in daily running.This system is an administrative software, providing users adequate technique functions to satisfy their needs. It eases the difficulty of usage or management for users in general or system managers, which significantly save the cost of training and maintaining. It offers in a flexible approach so that users in the department can adjust the system to their own characteristics, given such a good expansion capability, compatibility and information sharing ability.This paper summarized relevant works and papers in research and experience and compared ways of research and development, based on the analysis of needs of Internal Revenue Service at Yongzhou, Hunan, went through the steps of system design, logical structure and data flow analysis, function module building, and finally realized the expected outcome.
