Lightning disaster has become one of the ten natural disasters in the United Nations’ announcement. With the development of the national economy, the increasing of microelectronic devices and electronic equipment, heave casualties and seri-ous economic loss caused by lightning disasters is increasing. Therefore becomes more important for lightning risk assessment on the building and affiliated facilities thereof. IEC62305-2 "lightning protection second parts: risk management," GB/T21714.2-2008 "risk management" promulgated as the lightning risk assessment provides the legal and policy basis for the process, makes the lightning disaster risk assessment more convenient and efficient, the conclusion more clearly and accurately. The lightning risk assessment can provide services of scientific design, lightning protection of disaster risk control, economic investment, emergency management and other aspects as the appraisal object, guarantee the safe and reliable, advanced technology, reasonable economy of lightning protection engineering. Lightning risk assessment is a necessary procedure to carry out comprehensive lightning protection, and is a necessary condition to realize the scientific of lightning protection, reflecting the prevention, combining prevention with control concept.This thesis analyzes the background and purpose of lightning disaster risk assessment, on the basis of the theory of risk management, with the relevant industry standards as the criteria, assessment and analysis process and method, and carries on the design to the key technology and the realization of the system architecture, core functions are given to evaluate the system and part of the code, the thesis also shows the system function and method used. The main contents and achievements of the thesis are as following:(1) Make full use of annual thunderstorm daily parameters provided by the meteorological departments across the country. The frequently changing parameters and factors in the evaluation process are unified into the database, which can realize the updates of the underlying data, making the evaluation more accurate.(2) The usage of object-oriented development method, using Visual Basic language for system development, makes comparison between calculated risk value and the permitted risk value through the software analysis, so as to determine the evaluating object whether need to take protective measures, and what measures are to be taken to achieve a maximum benefit.(3) Using the calculated results, make a combined analysis of various risk components. As each risk component accounts for a different proportion, measures to reduce each risk are automatically listed, and all measures to reduce the risk are combined into several sets of design, and finally provided to the users for selection and use through the economic benefit evaluation and the analysis report.Last the risk evaluation of a case country house is done under the risk assessment system. The results shows that this system could reduce the workload for the evaluating personnel, guarantee the assessment work in a legal, timely, reliable and scientific way.
