With the development of science and technology, significant changes have taken place in the form of war. Since countries around the world are actively promoting mechanization and informatization construction of army, military information construction depot fuel supply management is an important part of military construction. Depth of the fuel management automation of our army is not high, and terminal size is big, wide distributed, which poses challenges for fuel management information construction.Conventional oil supply depot management system messaging slow, low efficiency, relatively independent of each depot, can not interact to share information and data, and report statistics and work with a lag, unable to provide for the development of relevant decisions accurate and timely data to support, reflecting the impact of our military’s ability to respond to crises. In this paper, the presence of army fuel management issues, starting from the actual needs of the system and the detailed analysis of the overall demand for oil supply to the army depot management system, business needs, the army oil allocation management, zero fat management, fuel reimbursement, certificate management, demand for other business systems management and systems, fuel management systems for the military depot were fully investigated and analyzed. In addition, the non-functional requirements of the system ’s operating environment and a brief analysis of the system and introduction. For system design problem to be solved, respectively, using B / S software architecture, MVC development model, Ajax technology and ORACLE database technology research and design army depot fuel supply management. On this basis, according to the characteristics of the military depot fuel supply system for the management of the overall design, detailed functional module design, Web design MVC pattern layer, persistence layer and database design and other design data. On the basis of the system design to J2 EE development platform, My Eclipse development tools, focusing on the main functions of the management system through the implementation process is given.Finally, based on the characteristics of the military fuel depot supply management system, a scientific and systematic software testing scheme is set up. And based on the scheme the system has been tested, mainly to complete the functional testing and performance testing of the system. The test results show that the design of military fuel depot management system has beautiful interface, high degree of automation, the function of decision support. Furthermore, the system is safe, reliable,and meets the requirements and expectations of users.
