Electric power energy is the foundation of national economic development. With the development of economy, on the one hand, it promotes the continuous increase in the use of electricity, on the other hand, it puts forward higher requirements for the development of electric power enterprises. Fuel management is a very important business in electric power enterprises. Fuel management directly determines the stability of the continuous production of enterprises. But fuel management business is complex, so it is an important way to improve the management level by means of fuel management.A group of thermal power enterprises in the fuel management business is studied in this paper. Firstly, the present research situation on the subject at home and abroad is gave. Based on MVC design pattern, the system is realized by using B/S three layer architecture, J2EE architecture, Struts+Spring+Hibernate framework. The SQL Server database is used for data management. JSP technology and Java language are used for the security investment information platform. Then, combined with the current status of the company business, the analysis of system requirements is made. According to the result of requirement analysis, system function design is carried out, and the system database is designed in detail. Finally, temporary assessment management, settlement management, consumption management, inventory management and reporting management are realized, with the design of each function and the realization process presented in detail using UML technology. The test of the fuel management information system is also made. The results show that our system achieves the desired effect.The paper is closely related with our practical work. After reference from general software in the industry at home and abroad, a deep demand analysis, function design, and implement the customized function of the software are made. Therefore, it is simple, practical and inexpensive. Through the development of the fuel management information system, it is hoped that the system can provide reference for the related system development and design. At the same time, it hopes that the system will lay the technical foundation for the improvement of the efficiency and quality of fuel management in our company.
