Fuel procurement costs accounts for over 70% of the cost of electricity in thermal power enterprise, thus reducing the procurement costs is the key to reducing the cost of electricity. But in front of the coal in the coal market is different, how to use the lowest price to buy the appropriate coal, it is a challenge for thermal power enterprises. To achieve this purpose, need to make right purchasing strategy.After analyzing the characteristics of the thermal power enterprise procurement and the current research status of procurement strategy at home and abroad, it is concluded that the choice of coal supply unit and the coal order quantity allocation is the key to develop reasonable fuel procurement strategy. Therefore, a two stage method is proposed to develop fuel procurement strategy in this study. The first stage,according to the coal supply unit's reputation in the industry and the historical transaction records of coal supply unit, using the analytic hierarchy process and close to the ideal point method to evaluate the rated of potential coal supply units. The second stage, based on the score and procurement quantity constraints of coal supply units and the actual procurement needs of thermal power enterprises, build the coal order quantity allocation mathematical model which taking into account the mixed purchasing cost as the objective function. Using the particle swarm algorithm to solve the model, get the optimal order quantity allocation of coal. Most thermal power enterprise's fuel procurement strategies remain at the theoretical level, this paper based on the two stage method mentioned above develop a fuel procurement decision support system which using graphical interface to provide decision support for procurement of thermal power enterprise buyers.The experimental results show that the evaluation of coal supply units based on hierarchy analysis and ideal point method accord with the actual, and particle swarm algorithm for order quantity allocation scheme on the cost of fuel is better. Fuel procurement decision support system to realize the function of reservation, in graphical interface way provide the support on the purchasing strategy for purchasing personnel. In order to further improve the system, the data processing efficiency of coal supply unit in history and the convergence rate of the particle swarm is need to be improved in the system.
