Influence of lightning disaster and people pay more attention to the government. The clear importance of lightning alert in meteorology to strengthen theoretical study and application of lightning warning basics, we depend on the modernization of Tibet Weather Bureau meteorological operational system, combined with observations of lightning and sounding, weather radars, satellite observation means, has designed lightning monitoring and early warning platform.This system with the Microsoft Visual Studio development environment, is based on Microsoft.NET Framework C/S structure, multi-tier distributed application architecture, using Oracle 10 database, and the receiving lightning positioning system, the radar data, GIS maps, etc. overlay, and the thunderstorm, mine disasters, such as the historical information to form a lightning monitoring products, the district one forecast guidance products, preliminary professional user warning forecast products, etc.Thunder lightning monitoring system by the thunder and lightning monitoring network, monitoring and early warning platform center and seven(city) substation, the Tibet autonomous region lightning monitoring and early warning of integrated service platform. Lightning monitoring network including 18 lightning orientator of lightning location network; Center and seven locator(city) substation including lightning and the lightning characteristics comprehensive observation data collection, storage, transmission, processing, and the function of the product distribution. Mainly has the following advantages: use, friendly interface, easy operation and use a flexible, with high accuracy. Implementation to regional integrated lightning protection system as the center, regional lightning protection system, for radiant point, information flow, layout reasonable, strong integrity, service management system of technology specific goals.Project construction to study of lightning disaster development rule, strengthen the property of the key cities, key forest region, resources has important significance to the safety and protection of rare and precious cultural relics, after the completion of can effectively decrease or avoid the damage caused by lightning disasters, and has obvious social benefits, in Tibet’s economic development and social needs of the people’s livelihood, and the development of meteorological service in Tibet has long term planning needs.
