Transportation safety is always the first priority of railway transportation. With the rapiddevelopment of high-speed rail in China in recent years, and continuous improvement of trainspeed, the safety of high-speed trains in railway operations that need to be addressed theprimary issue. Disaster prevention and safety monitoring system for railway train is animportant component of the security system and plays an increasingly important role. Disasterprevention and safety monitoring system monitors the natural elements that endanger the safeoperation of the train by the real-time monitoring network, then send the data to the dataprocessing centre and display, storage, judgment the data, alarm the happening disaster, toensure the safety of the train.The disaster prevention and safety monitoring system consists of data collector on thespot, station monitoring unit, railway data processing center and disaster preventionmonitoring terminal in the scheduling office, they finish the collection, transmission,processing, displaying and alarm functions of the information coming from monitoring therain, wind, snow, foreign matter and earthquake. The data management feature of the systemis primarily done by the monitoring terminal, data management features include the datadisplaying, alarming, trip recommendations, and historical data’s querying, analyzing,statistical analysis and reporting.The research content of this paper is mainly about the comprehensive disaster-preventionand safety-monitoring, early-warning system for the railway. this early-warning system iscome forward by analyzing the current status of railway disaster-monitoring system at homeand abroad, and by analyzing China’s railway development current situation, nationalgeo-environmental characteristics. At the beginning of the second chapter, the stricter of thissystem is analyzed, and studies the main monitoring content of the system, the main work ofthe system is monitoring rain, wind, snow, foreign matter and earthquake. Then, the summarydesign is done in the next chapter, it is focus on the warning methods and set principles ofthose monitoring spot, the main function of the system, transmission plan of the network andthe main interface of the system. As a complement to the disaster-prevention and monitoringsystem, a early-warning function is proposed. The early-warning function of this paper isprimarily formed by a meteorological warning and gale warning, and focuses on the strongwind forecasting algorithm. This wind algorithm is combined with support vector product andKalman filter, and the simulation results show that this algorithm can predict the wind speedwith high accuracy. all the ports of the system’s software are designed at the last chapter, thesystem’s software consist of field monitoring layer software, station monitoring unit layersoftware, railway administration layer data processing center software and disaster prevention application terminal software. Finally, the simulation of the system is done in the lab with theC#language, the simulation is mainly about the rainfall monitoring subsystem, and thefunctions of rainfall information’s collection, transmission, storage, display, alarm, triprecommendations generated and historical data query are come true.
