Sichuanprovince is the prewarning lightning, lightning activity is very frequent, because ofthunder and lightning disasters every year can cause tens of millions of yuan ofeconomic losses, accounting for all kinds of natural disasters loss of more than70%.Along with the social economy increase, assets and the increase of the populationdensity, meteorological disaster brought about by the loss too more and more big.According to the increasingly urgent needs of society, yibin city thunder centerorganization related units in lightning disaster warning forecast technology research.The system as soon as possible to improve the prevention and response to major thunderand lightning disasters and its derivative accident’s ability and level as the main goal,through the project construction, and will well solve the lightning disaster monitoring"ahead one hour," disaster warning "shift to an earlier date one hour" and lightningdisaster information release "the last kilometer" problem, maximum limit reduces thepeople’s life and property loss.This topic reference the GIS software products and development theory, a deepresearch on the development of GIS of some key technique to determine the ArcEngineand ArcGIS as the system development and application platform. According to thedevelopment mode, the thesis studies the two main functional modules: electronic maploading and the elements of the loading and rendering, also studied lightning shallowpotential forecast model and short imminent warning forecast key technology. Realizethe geographical spatial data visualization, complete spatial query, project analysis, richelectronic map information system function, and realize the lightning attribute data andspatial data integration query processing method, realize the lightning warning forecastof lightning positioning real-time data receiving and display, etc., as the research and analysis of lightning disaster rule, provides the lightning monitoring early warningforecast comprehensive service constructs the basic application platform.
