In recent years due to the deterioration of the environment condition, that caused some natural disasters to society, The wanton destruction of human The Nature will have a huge loss, In recent years disasters happen on all over the world, and caused huge casualties, In order to solve a series of problems, Many countries have already had the quite good disaster warning monitoring system, in some extent reduce the casualties and property losses, However, there are still some problems in the domestic system, so the management system of early warning and monitor for mountain torrents and geologic hazard For the domestic is very necessary.For management system of early warning and monitor for mountain torrents and geologic hazard, Using B/S architecture in the architecture, and use of SSH (Spring, Struts and Hibernate) framework structure, design the layout of system page, adopt JSP and HTML technology, also use application which related to the Servlet and JavaScript of Java development language. Finally in the data development tools is use of the SERVER SQL 2014 database. Using the UML development language in process of system detailed design and needs analysis.In the whole development process of the system to lay a solid foundation for the stability on more comprehensive of the system.In the function of the system is divided into six functional modules:System management module, water and rainfall monitoring module, emergency response module, duty management module, Basic information inquiry module and early warning release management function module. Early warning release and emergency response management is a process on disaster monitoring and feedback, System management is work on user of the system as well as general management system of all aspects of system performance, Water and rainfall monitoring is monitoring phase for disaster. Basic information query is query for the basic information, Duty module is management for duty personnel of the system, in the final system management mainly includes user management and system management, User management is the management for user roles and so on, that including rights management for roles.In functional aspects of the system it can more comprehensive coverage of the all geological disaster of mountain flood disaster, is also more comprehensive in the management. For early warning information and response management it’s able to early warning of some of the disaster occurred in the system, and make corresponding countermeasures. Although the system is not very cohesive in the implementation process, but it can complete all the operations in the system, and also not cause a great impact on the system, is relatively successful for whole system.
