China Mobile Co., Ltd Chengdu Branch gets rapid development in recent years, the network size expands, the new macro base station and indoor network coverage equipment be built continuously. Leading to higher demand of technology security, reliability, stability of communication network, which requires more effective to migrate new base station into network.Project management is ideal management ideas and method, its ultimate goal is to quickly achieve multiple tasks to good quality with low cost in one time. There is countless examples bring project management into technological innovation, manufactory, scientific research and receive success. In this article, we take mobile station access network project as research item, combining project management theory, project management method and management tools will mobile station access network construction. Firstly, we review its process by project management theory, so that we can exam them by CPM(Critical Path Method) and PERT(Program Evaluation and Review Technique) and summarize the best program leads to the shortest construction period by adopt new construct technique, propose optimized solution, then show out the result by Gantt Chart and Pert Grid Chart. At last establish a scientific and practical risk management mechanism.In this paper, we selected the "China Mobile first phase GSM network optimization project in Chengdu, Sichuan Province” as the example, use case study method, thereby combine the theory with practice well. Hope to sum up some project management experience in base station construction, providing valuable reference for the further project, helping to strengthen precision management, ensure the quality of project, improve its investment outcome, and promote the rapid and sustainable development of telecommunication.
