Culture is reflected in the country’s soft power, determines the direction of national development, the depth of the front row. Publishing, as the primary way to reflect national culture, nature plays a decisive role. With the changing times, integration, high-tech development, China’s publishing industry, international gradual transition from a planned economy to a market economy, the attendant is to adapt to the modern landscape of publishing system.Reform, will inevitably bring about a series of changes in depth, to completely break the institutional mechanism and management model formed under the planned economy, looking to adapt to the current situation of the new management mechanism. Firstly, by analyzing the relevant national policy document on reform of the cultural system and publication summarizes restructuring after publishing publishing industry achievements, and secondly, the analysis behind the achievements, which also hides the old institutional mechanisms due to the long-running three aspects of reform and the persistence of the problem, according to the existing problems, from publishing management body(government) reforms, publishing enterprise reform on the main market of the internal management and publishing in-depth study was to investigate the publishing industry in transition management, and finally for one of the publishing industry management model transformation hot issue- the transformation of digital publishing separate study, to improve research.After the publication of this article to explore the reform of the publishing industry new management model designed to help publishing companies grow and promote the vigorous development of the publishing industry has become a pillar industry of the national economy; while helping to achieve an international publishing industry, expand our publishing industry international influence. To promote China’s cultural system, to achieve development and prosperity of culture and enhance the country’s soft power to contribute.
