Billing system is an important operation support system for telecom operators. Complaint handling belongs to part of daily work of maintenance personnel of the telecom billing system. Contrast with the usual complaint handling work done by customer service staff, maintenance personnel are not in direct contact with customers, but resolve data problems caused by telecom billing system abnormal, according to the complaint orders issued by complaints commissioner. However, the existing customer relationship management system is mainly designed for the salesperson, unable to meet the need of the telecom billing system maintainer. In daily management, maintenance personnel often face difficultie in sharing information, data processing, knowledge transmission, alarmstatistics, and logging and other iuuses. Therefore, it is important to design a telecom billing system management software aimed at the maintainer.This paper firstly studied the main procedure of telecom billing system, analyzed the common problems in maintainer’s work, mine user needs accordingly and proposes the corresponding solutions. After that the paper did a research of the technical theory of Web application software, and compare different Web software architectures and design models, completing the architecture planning and technology selection. After the full understanding of user needs, we use the AppFrame development framework to design and implemente of the Web-Based management software of telecom billing system. At the same time, in order to improve the software maintainability and scalability, this paper puts forward a scheme of secondary development platforms and software automation deployment based on configuration. This scheme has the following characteristics:1) Drive configuration. With no need to modify the source code, people can complete software upgrade process by modify of the configuration;2) Simple operation. Automatic deployment program uses the script language which closes to natural language, which enables one to understand and operate without too much professional knowledge;3) Rich set of features. Secondary development platform supports single and multiple line text boxes, radio button and selective drop-down list and other page elements, which can meet the development needs of most data query or modification.After testing, software designed by this paper can meet the needs of the telecom billing system maintainer. and improves the efficiency of user complaints handling process. The secondary development platform and software automation deployment scheme proposed in this paper significantly reduced the time required for the system upgrade and laid a good foundation for the improvement of the software in the future.
