As a commercial society which was control by market and customers, telecom statistical billing system as the heart of telecom enterprises is the key to improve competitiveness, so we need establish a normal, efficient telecom statistical billing system as the lifeblood of the enterprise.According to a large number of domestic, foreign data, and we based on the present situation in the domestic market as well as the key period of the telecom industry transformation. In this paper, we researched the present situation of telecom statistical billing system about Lvliang city, as well as analyzed the demand. In order to improve the performance of system, we used the advanced technology and software platform to design the system, and the related functions were tested. It show that the system which is running well has perfect overall stability, collection and output data was accurately acquired, and the specification is reasonable..In order to achieve the system design, we analyzed the system structure and key issues, it include following several aspects. Again, in order to guarantee the cross-platform, operating flexibility, overall stability and accuracy of the system, we introduced the current mainstream technology methods of system development, and compared their advantages and disadvantages. The MVC was the foundation of framework model, and combined with a series of technical means such as J2EE, B/S, JSP to design the system framework, as well as we expounded the superiority of the selected technology in this paper. Overall system has good performance, the data was safe and reliable, scheduled functions were achieved. But compared with large telecom company operating system, there are some disadvantages. So this system should be further perfect to improve the function, such as ensure the data security and accurate, the operation flexible and efficient, as well as reduce the waste of resources, improve the function of the database, etc.
