Modern telecom enterprise has put forward higher requirements for all kinds of business system, especially for the performance of billing background system such as real time ability, reliability and flexibleness.In this paper, due to the deep research of the need about what the telecom billing pretreatment system have to settle, we take the performance of pretty effect in the real time, agility, credibility and sureness into account fully while the other aspect about the design and realization of the pretreatment system, and the function estate and so on are all considered. In the design the function of data format and filtration are realized, and the quality of service and efficiency are all improved. To ensure the high efficiency of the pretreatment system, we adopt billing mechanism based on shared memory control.
