Telecom billing system (TBS) is the heart of telecom operators operatingsystem.TBS also runs through the entire telecommunications. TBS not only has a greatinfluence on the development and the efficiency of telecom enterprises, but also canpresent the service standard of telecommunication enterprise for customers. To set upaccounting system and operation of telecommunication company normally is in order toimprove their service quality,enhance the competitive strength and expand businesspurpose.Telecom Billing System (TBS) of this thesis is aim to point out a new design ofrental business of Open Lab (open Laboratory).Telecom operators are based on Linux,that provide a variety of laboratory environment. Furthermore, those of customers whouse this business in the laboratory can remote login and operation. Operators want tocharge customers who visit the laboratory through the science and technologymanagement, so as to have a better management of this business. I have made acontribution on telecom billing system of it’s overall design, development and testingpart, which including: data service, the operating system, user self-service system.First of all, this paper are analysed the project environment of telecom billingsystem, review the related to the global progress, described the whole system businessprocesses, requirements, and demands. Secondly, this dissertation is pointed out sometechnical measures for the implementation in every detail, according to the importantproblem which need to be solved in the discussing. This article is addressed to the keyissues which are mainly as the following: Firstly, the accuracy of billing. Secondly, theperformance and data processing ability of this system. Thirdly, scalability and stabilityproblem of this system.The system is designed of large scale parallel processing based on Linux andrelational database which is using the JAVA programming language, combing withOracle9i database platform in order to build the application system based on B/Ssystem. On the other hand the system adopts MVC framework based on SSH (spring,struts, hibernate) which ombined technology design business model and software architecture of telecom billing system. The system in strict accordance with the softwaredevelopment process: demand analysis, the outline design, detailed design, test run,eventually making the project reached a commercial project standard.The purpose of the design and Realization of this process is not only consideredhow to make the system efficient, flexible, safe, reliable operation, but also aim to takeinto account system which involved in online collection, centralized all billing, accountand other functions. So as to make the telecom billing system data processing moreefficient and effective.The application of this system is able to improve the local industry workers’technical quality and service quality, telecom billing work efficiency and service quality.In rencently, this software create a good economic value and has been widely used inPanzhihua City in china.
