Telecom Operation Billing System plays a major supporting role in the entire telecom operation industry and occupies an important position. Based on current market competition and customer demand, and combined with state-of-the-art technology at home and abroad, the telecom operation billing system based on the B/S mode is designed and implemented, and try to achieve flexible and efficient completion of the new demands of the new business. Therefor,this requirement prompted telecom operators have to constantly improve service quality and efficiency, and enhance the stability, accuracy and functionality of the various types of telecommunication services. In the telecom operators system,the billing system is a key component of telecom services to the normal operation of the system. Through researching a lot of system and referencing a large number of domestic and international data, there is a systematic design for telecommunications billing system. The expansion of the number of users and the expansion of the telecommunications business promote the rapid development of the telecommunications industry, to achieve the traditional telecommunications billing system transit to the new integrated business and real-time billing system smoothly and safely. We need to make choice correctly in the billing system software,to make the billing system normative unity and real-time.The main task of the design and implementation of the entire system include the following aspects:l)This article is mainly for the billing system stability, accuracy and ease of expansionary analysis, and use the design patterns of MVC framework, to carry out the design of the entire system.The system is divided into three layers to achieve.The interface design of the application layer is based on the functional requirements, and is responsible for data display and user interaction; Business layer obtains the data by data layer interface, and coordinate view by displaying to the application layer; Control all of the entire business process by specific configuration file. The data layer is the main access to the oracle and obtain the required data which is encapsulated as DAO(Data Access Objects) interface.2)Aiming at the cross-platform and flexibility characteristics of the system, taking use of the features and benefits of the Java2Enterprise Edition (J2EE) development platform, and adopting technical design means of Browser/Server(B/S) design pattern, the framework of the JSP interface design and Struts+Hibernate+Spring and etc., the framework of the system is designed. The main work base on MVC architecture to use Struts+Hibernate+Spring framework; Struts is mainly responsible for the completion of the presentation layer frameworks and the decoupling of presentation logic and business logic; Hibernate is mainly responsible for data persistence layer framework, relational databases and object to do an automatic mapping, to facilitate the operation of the database; The function of Spring framework not very obvious,but it can develop their own, to help create and manage objects, you can also add the code in the code of business to achieve better decoupling.3)In this paper, for the realization of the entire billing system function,the system is divided into seven sub-module, to carry out the functions of the system implementation. Thesis implement rights management functions,administrator management functions, tariff management function, user management functions, account management, billing management functionality and user self-service system, to achieve designed, to meet the demand for telecom billing business.
