Recently, the market of smartphones, tablets and other mobile devices which are used in communication has grown larger. Therefore, the issue of the mobile network capacity for providing its users with quality service is becoming the main problem. The number of radio frequencies used in the existing network is limited. However, the used frequencies are only occupied between2%and6%of available frequencies, the non-licensed channel is crowded while the licensed channel is free. Thus, one of the effective solutions will concern the distribution of these frequencies.It is the goal of the company, RED Technologies, which is offering a LSA (Licensed Shared Access) system to manage the distribution in a better way, based on the new solution of LSA. This system offers a solution for sharing and reusing the spectrum depending on reducing the disturbance and offering enough communication channels. In a given region, first of all, the system will merge the spectrum which are used in different tasks, and divides it into a number of communication channels. Secondly, the licensee can access the authorized spectrum when it is free; but the primary user has the priority for accessing the spectrum. The monitoring subsystem is designed for monitoring the controller. The monitoring subsystem involves six functional modules, fault detection module, fault filtration module, fault management module, automatic processing module, login web page module, and fault management web page module. In this subsystem, the faults will be defined, detected, filtered, managed, processed automatically with analyses based on the association algorithm and showed on the supervisor web pages. The author is responsible for the design and implementation of all these six functional modules.So far, the design and implementation of the subsystem have been completed. In the preliminary test result, it meets the requirements in terms of functions and performance. This monitoring system is able to monitor automatically in real time the usage of the software and hardware resources, remote communication, database and other faults information in the controller. In addition to, the fault categories association rules can be mined relying on the association algorithm. In summary, this subsystem ensures the all system run reliably, correctly and continually in no one’s environment.
