Digital publication refers to an emerging publishing commercial activity arising from the rapid development of high-tech industries such as computers, networks. It is not merely a digitization of the published content, or the networking of transmission channels; instead, it should be a digitization that should cover the whole process from planning, production, editing, broadcasting, payment to reading. Based on the study of digital publishing industry in Yunnan Province, the author hopes to raise people’s awareness of the importance of digital publishing, arranging the development status and the existing problems of the digital publishing in our province, providing new thinking to the administrative services division for the support and management of local digital publishing industry, as well as opening up new paths for the transition of publishing unit to digitization.Based on the methods of literature research and survey study, this paper arranges and summarizes the development status of digital publishing in Yunnan Province. It describes the great importance and far-reaching significance of the development of digital publishing for promoting the development of cultural industry in our province and the construction of strong cultural province, promoting the press publishing industry in our province to accelerate the transformation of the mode of development, meeting the rich spiritual and cultural needs of the masses in our province, fighting against the invasion of foreign culture, safeguarding the cultural safety of the country. The author stereoscopically presents the strengths, weaknesses, opportunities and threats of the digital publishing industry development in Yunnan Province by means of SWOT analysis, and the current major problems existing in the digital publishing industry development of Yunnan Province are as follows:the publishing enterprises and government sectors are short of right awareness on digital publishing; the publishing enterprises invest inadequate capital in digital publishing; the supported funds from the government are not in place; there is a serious shortage of suitable talents; the publishing enterprises have insufficient exploration on the profit mode; there is a lack of laws and regulations related to the industry; there is no unified industrial norms and technical standards; the Government is lack of effective regulatory means; the protection of Internet copyright is weak, and so on. Based on analysis of the successful cases of industrial development at home and abroad as well as the effective policy experiences at home and abroad, the author proposes useful suggestions for the development of digital publishing in our province. Finally, based on the above interlocking analysis process, it refines the countermeasures and suggestions for breaking through the bottleneck of digital publishing development, achieving leap-frog development, hoping to start from the following aspects, for example, enhance the independent innovation and development ability; increase funds inputs and support efforts; the path for training innovative and composite type of talents; actively explore effective modes of profit; perfect the protection mechanism of digital product copyright; improve the governmental supervision ability and technology; strengthen the licensing system of digital publishing; speed up the formation and implementation of standards of the digital publishing industry, and so on, so as to promote the publishing enterprises and relevant government sectors, with joint efforts and positive interaction, thereby promoting the healthy and orderly development of digital publishing industry in our province.
